Detective David Creegan (Jeffrey Donovan) has just returned from a year-long psychological leave of absence after surviving a near-fatal gunshot wound to the head. Assigned to the new OSC (Organized and Serial Crime) Unit, a rapid-response, elite crime investigation squad, Creegan is newly dedicated to solving cases and saving lives. Fiercely independent, easily agitated, often stubborn, and virtually shameless as a result of his brain injury, Creegan is apt to ignore common sense - and sometimes even the laws he is sworn to uphold - in his passionate, unending quest for justice.
Creegan's new OSC partner, Susan Branca (Vera Farmiga), is the superego to Creegan's virtually unchecked id. As she tries her best to keep Creegan in line (a task which often involves protecting Creegan from himself), Branca sometimes doubts Creegan's mental stability, but slowly begins to learn to trust his instincts and understand his idiosyncrasies.
Despite their frequently conflicting personalities and radically different work styles (Branca favors strict, by-the-book procedures, while Creegan tends to follow his gut without regard for following the rules), the unlikely pair must learn to work as a team in order to hunt down the OSC's most wicked and vicious wanted criminals.
